A year of progress, truth-telling and accountability in 2025
As 2025 draws to a close, we’re reflecting on some of the leaps forward and the challenges we’ve stepped up to in 2025. We thank the ACT Aboriginal and Torres Strait Islander community. None of this is possible without the honesty and support from mob and Aboriginal and Torres Strait Islander Community Controlled Organisations.
This year has been one of progress for Aboriginal and Torres Strait Islander people in the ACT. Together with the ACT Government and community representatives, we’ve formed the foundations for meaningful steps forward on Closing the Gap. Our Members have made history as part of the ACT Cabinet Sub-committee and progressing Closing the Gap legislation – a first for Australia.
While we’ve made progress, we’re also proud that our work this year has been grounded in truth-telling, accountability and community voice. The incredible community support and contribution to the achievements this year will improve how the ACT Government works with community and the ATSIEB well into the future.
A historic step forward with the ACT Cabinet

The historic meeting between the ATSIEB and ACT Cabinet Ministers was a big milestone in 2025. This first-ever formal sub-committee meeting was a turning point in how governments and community leadership work together on Closing the Gap.
Also for the first time, we took part in a Cabinet-level forum to strengthen coordination, transparency and accountability. This meeting creates the foundation for shared responsibility and clearer oversight of outcomes for our people.
Setting the standard for Closing the Gap legislation

The Closing the Gap Bill, introduced by Independent Member for Kurrajong Thomas Emerson MLA, passed the ACT Legislative Assembly with unanimous support.
This makes the ACT the first jurisdiction in Australia to legislate its commitments under the National Agreement on Closing the Gap. It means the ACT will implement laws governing public sector responsibilities.
This legislation is seen as a significant step towards achieving the goals outlined in the National Agreement on Closing the Gap.
Truth, accountability and justice

In August, we released our 2025 Hearings Report, ‘Truth through Transparency’: A Turning Point Report. The report represents a shift in how we assess progress in the ACT – we set a new bar in performing our own evidence-based analysis of government commitments under the ACT Aboriginal and Torres Strait Islander Agreement.
The findings were confronting. By testing evidence, looking at data and listening closely to community voices, the report placed truth at the centre of accountability and outcomes. This work reflects our ongoing commitment to transparency and to holding government systems to account.
We also continued to advocate for justice through the Board of Inquiry into Aboriginal and Torres Strait Islander Deaths in Custody at the Alexander Maconochie Centre (AMC). This work remains important, and we’ll continue to push for reform, safety and dignity for Aboriginal and Torres Strait Islander people in custody.
Community-led spaces and strong voices

Community voice stays central to our work, and this year saw more opportunities to connect with ATSIEB members. We thank everyone who attended consultations, hearings and meetings, shared their experiences, and stood with us in shaping the direction of change.
At Boomanulla Oval, we made progress toward establishing a Community Advisory Committee. We look forward to our community-used spaces being guided by community voices.
In the leadup to the ATSIEB Hearings, we also encouraged community to speak directly about what’s working, what’s not, and what needs to change.
Acknowledging leadership and looking ahead

All ATSIEB Members showed dedication and leadership throughout 2025. Each brings valuable knowledge, experience and commitment. We acknowledge Billy T Tompkins for his contribution and service to the Elected Body, and warmly welcome Paul Saley as he steps into his role as ATSIEB Member.
And while 2025 has delivered important progress, we know there’s more work to do. Closing the Gap is not a one-off effort. It needs continued focus, honest conversations and long-term commitment.
In 2026 and beyond, the ATSIEB will continue to centre community voices, strengthen accountability, and advocate for real outcomes that improve the lives of Aboriginal and Torres Strait Islander people in the ACT.
